Community-based management of the Mediterranean coastal fisheries: Historical reminiscence or the root for new fisheries governance? ArchiMer
Raicevich, S.; Alegret, J. -l.; Frangoudes, Katia; Giovanardi, O.; Fortibuoni, T..
Historical management experiences of Mediterranean community-based fisheries were particularly effective in fostering both social cohesion and sustainable utilisation of coastal resources. This figure contrasts with the current status of Mediterranean fisheries, where about 90% of stocks are overexploited. The key question then is: can past experiences guide our current approach to reshaping governance in the Mediterranean fisheries? In our effort to answer this question, we analyzed the main attributes of selected fishing governance systems in the Early and Mid-Modern period and their evolution through time. We focussed on the Spanish Cofradías, the French Prud’homies and the Venetian Fraglie (Italy). They were characterized by the establishment of...

Ecosystem services assessment and compensation costs for installing seaweed farms ArchiMer
Cabral, Pedro; Levrel, Harold; Viard, F.; Frangoudes, Katia; Girard, Sophie; Scemama, Pierre.
In a global context of promotion and expansion of blue growth initiatives, the development of activities such as aquaculture calls for the assessment of the potential impacts on biodiversity at different levels and associated services. This paper presents an assessment of the potential impact of the installation of seaweed farms on ecosystem services and the induced compensation costs. Biophysical and socioeconomic indicators have been developed for helping decision makers to select the most suitable locations. The approach considers a multi-criteria approach based on Geographical Information Systems (GIS) and Habitat Equivalency Analysis (HEA). The former is used to obtain biophysical ecosystem services and socioeconomic indicators and the latter to...

Existing Territories and Formalization of Territorial Use Rights for Moored Fish Aggregating Devices: The Case of Small-Scale Fisheries in the La Désirade Island (France) ArchiMer
Guyader, Olivier; Frangoudes, Katia; Kleiber, Danika.
Moored fish aggregating devices (MFADs) are used by small-scale fishers to access fish species difficult to harvest in large numbers. In the case of Guadeloupe (Caribbean area), the use of MFADs has increased considerably and this is causing congestion in these fishing areas and creating conflict between fishers. The aim of this article is to understand how informal fishing territories around the La Desirade Island were established and examine these territories through the lens of economic defendability theory. Results of semistructured interviews show that MFAD fishers display territoriality along MFAD tract lines forming quasi-privatized areas. Territoriality in this article is based on the following factors: the type of targeted resources, the cost of...

Exploring Troubles, Attitudes, and Strategies Related to Integrated Aquaculture. A Case of the Andalusia Region (South of Spain) ArchiMer
Cavallo, Marianna; Frangoudes, Katia; Perez, Jose; Raux, Pascal.
With the adoption of the Maritime Spatial Planning, European countries have recognized the need to move towards multi-sectoral management of marine resources and space. The present study discusses the problems and opportunities associated with an integrated aquaculture development along the coast of Andalusia through an in-depth analysis of legislative documents and face-to-face interviews. The findings suggest that the management of the aquaculture sector has been characterized by a sectoral approach with little integration into the existing economic activities and socio-cultural context leading to conflicts among fisheries and lack of acceptance from local communities. During the last decade, the regional competent authority and the aquaculture sector...

Fisheries women groups in Japan: a shift from well-being to entrepreneurship ArchiMer
Soejima, Kumi; Frangoudes, Katia.
Women’s groups in rural fishery areas were established in the mid-1950s. By 1959, they became integrated in local Fishery Cooperative Associations as parallel organizations. These Fisheries Cooperative Associations, established in 1948, represent all fishers in Japan, who are primarily men. The purpose of the women’s groups was to provide well-being by improving the living conditions of families and communities. While men were busy building the production facilities and the cooperatives, women organized themselves to protect and improve the everyday life of families. From 1995 and the World Conference on Women in Beijing, China, some of these women groups ran economic entrepreneurial activities with the financial support of the State through the...

Fishers’ opinions on marketization of property rights and the quota system in France ArchiMer
Frangoudes, Katia; Bellanger, Manuel.
After many years of Common Fisheries Policies in the European Union, 88% of stocks are still being fished beyond their Maximum Sustainable Yield. While several Member States and the European Commission are moving toward Individual Transferable Quotas as a solution, France has declared its opposition to such marketization of fishing access rights and a national law has classified fisheries resources as a collective heritage. This paper discusses the evolution of the French system, principally its distribution of access rights by the Producer Organizations instead of the market. However, the Producer Organizations, which are more linked to the industrial fleet organizations, have not always modified their sharing formulae to include small-scale fisheries,...

Fishing Industry Perspectives on the EU Landing Obligation ArchiMer
Fitzpatrick, Mike; Frangoudes, Katia; Fauconnet, Laurence; Quetglas, Antoni.
The Landing Obligation (LO) represents a fundamental change in European Union fisheries policy and it has a particularly significant bearing on the activities of Europe’s fishing industry. This chapter provides an account of European fishing industry engagement with the discard issue prior to the LO and industry attitudes towards the LO. A discussion about discard management in Europe follows. The fishing industry had a consistent approach to discard management in the run-up to the LO enactment: they favoured fishery-specific discard reduction plans and were unanimously opposed to an outright ‘discard ban’. Canvassing fishers’ opinions from the North Sea (Denmark, France), Eastern and Western Mediterranean (Greece, Spain and France), the Celtic Sea...

Identifying fisheries dependent communities in EU coastal areas ArchiMer
Natale, Fabrizio; Carvalho, Natacha; Harrop, Michael; Guillen Garcia, Jordi; Frangoudes, Katia.
The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance...

Remuneration systems used in the fishing sector and their consequences on crew wages and labor rent creation ArchiMer
Guillen, Jordi; Boncoeur, Jean; Carvalho, Natacha; Frangoudes, Katia; Guyader, Olivier; Macher, Claire; Maynou, Francesc.
In most fisheries worldwide, crew are paid through different shared remuneration systems rather than a fixed wage. In shared remuneration systems, wages can significantly increase when the economic performance of vessels improve, and consequently provide incentives to workers. However, in recent years, mainly due to high overexploitation levels that lead to reduced productivity and consequently lower salaries shared remuneration systems have lost their attractiveness. Different remuneration systems applied in fisheries world-wide are described and analyzed comparatively. Results explain how crew wages and rent distribution outcomes vary between the different remuneration systems depending on the state of exploitation of the resource.

Implementation of Ecosystem Based Management in fisheries has led to higher integration of knowledge in  advices  and  higher  engagement  of  stakeholders  in  the  decision  support  Process.  As  part  of  the process,  fisheries scientists contribute  in different ways and at different levels to decision support and experienced partnership approaches in the context of research projects or institutional decision support. Role of scientists in  the process is however  not trivial to define and operationalize. Several pitfalls can occur   that   scientists   may   have   experienced   through   partnership   projects   or   in   the   expert assessments done for authorities. Situated transformations of women and gender relations in small-scale fisheries and communities in a globalized world ArchiMer
Frangoudes, Katia; Gerrard, Siri; Kleiber, Danika.
The need to uncover, interrogate, and integrate women’s contributions to fisheries in research and development has never been clearer. As coastal and fisheries management continues to look to the Sustainable Development Goals and the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication, as frameworks and mandates, gender equity and equality have become a central concern. To fill the still existing gap of documentation and theoretical engagement, in this thematic collection, we gather together voices from researchers and practitioners from around the world, with one overarching common approach of using a gender lens to examine the relationship between humans and aquatic resources....

Small scale fisheries in Europe: A comparative analysis based on a selection of case studies ArchiMer
Guyader, Olivier; Berthou, Patrick; Koutsikopoulos, C; Alban, Frederique; Demaneche, Sebastien; Gaspar, M.b.; Eschbaum, R; Fahy, E; Tully, O; Reynal, Lionel; Curtil, Olivier; Frangoudes, Katia; Maynou, Francesc.
Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which...

Small-scale fishers’ perception of the implementation of the EU Landing Obligation regulation in the outermost region of the Azores ArchiMer
Fauconnet, Laurence; Frangoudes, Katia; Morato, Telmo; Afonso, Pedro; Pita, Cristina.
The archipelago of the Azores (mid-north Atlantic Ocean) is an outermost region of the European Union (EU) in which small-scale fisheries are a strong component of the local economy. Bottom longlining and handlining are the most important Azorean fisheries in landing values, fishing vessels and fishers. Despite their high selectivity and low discards, these fisheries can be highly impacted by the implementation of the Landing Obligation (LO). Semi-structured interviews were conducted with Azorean small-scale fishers to document their perceptions about discards and the LO, and to ascertain the mitigation measures they already implement or could further implement to avoid unwanted catch. Results suggest that most fishers strongly oppose the LO, perceiving it...

Spatial, Ecological and Social Dimensions of Assessments for Bivalve Farming Management ArchiMer
Bacher, Cedric; Gangnery, Aline; Cugier, Philippe; Mongruel, Remi; Strand, Oivind; Frangoudes, Katia.
The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. The selected projects also introduced methodological or institutional frameworks: ecosystem approach to aquaculture (EAA), system approach framework (SAF), marine spatial planning (MSP), and valuation of ecosystem services (ES). The study on ecosystem services linked ES to marine habitats and identified ES availability and vulnerability to pressures. The results were displayed as maps of...

The Implementation of the Landing Obligation in Small-Scale Fisheries of Southern European Union Countries ArchiMer

In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union’s small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in...
